You are correct that dogs should only be off-leash if they are well trained and have the temperament for mixing with strange dogs. I took my Yorkie to a dog park only once. We have not returned because I discovered that day that she does not play well with strange dogs. My daughter-in-law's Corgi does well in the off-leash dog park and enjoys the free romp with other dogs. I think off-leash dog parks are wonderful.
